Education is the Key:
Volunteers without proper training are often left out.
Emergency response is controlled at the County level, but may be guided and influenced by a variety of state and federal statutes, regulations, frameworks, and agencies. State and federal agencies may provide resources and assistance when requested by the County, but do not “take over” incident response.
(Leaders and volunteers are most effective when they understand the framework they are working within.)
